$731 million in new federal money began flowing last week to local communities to acquire and redevelop areas with high numbers of foreclosures and abandoned houses. For sharp-eyed real estate investors and developers, the new funds — plus another $2 billion scheduled for later this spring — could mean some attractive opportunities.

It’s all part of what’s called the Neigbborhood Stabilization Program. Roughly four billion dollars in special funding was authorized by Congress in 2008 and another two billion in the 2009 economic stimulus package. The $731 million sent out last week went to dozens of cities, towns and counties spread among 48 states. Among the recipients were some very large communities: Los Angeles, Detroit, Dallas, Houston, and Washington D.C and much smaller ones such as Kissimmee, Florida, and the U.S. Virgin Islands. Digital Television at Home: Satellite, Cable and Over-the-Air: Using, controlling and understanding digital TV technologies

Anyone operating old-fashioned rabbit ears or roof top antenna to get television signals at home has been given a reprieve before they’ll have to make changes to tune into digital television.

The nation was due to can analog television broadcasts in exchange for digital signals by midnight Feb. 17, but an act of Congress President Barack Obama is set to sign moved the date to June 12.

Apparently, millions of couch potatoes didn’t have the equipment necessary to make the switch and the new deadline gives them more time to hook up. When the nation cans analog television broadcasts in exchange for digital signals, you’ll need a digital TV, digital subscriber service (satellite or cable) or a digital converter to stay tuned to regularly broadcast television. Refi Bust: Mortgage Brokers Gone Wild!

Small-scale real estate investors got a pleasant surprise last week when Fannie Mae and Freddie Mac said they’d refinance potentially thousands of mortgages on rental and second homes as part of the Obama administration’s massive housing relief effort. The White House had announced last month that its refinancing effort would be for owner-occupied principal residences whose loans are either owned or have been guaranteed by Fannie or Freddie in mortgage-backed securities.

But when the two companies sent details of their upcoming programs to lenders last week, investor loans and mortgages on second homes WERE included among those eligible for refinancings. A Freddie Mac spokesman, Brad German, explained that investors loans were included because refinancings can help reduce renter evictions by putting landlords in a (more affordable) refi that improves their chance of success.
